Halloo,
It's organized by local community. The town it's held in is called Kallaste, on the shore of Lake Peipsi.
Just in case the webpage of the town:

though, it's only in Estonian.
You rather ask again some time in January, then it should be clear weather it's gonna be held also this winter (hopefully will) and exactly then.
